The Study for Number of the Health Workers at Health Centers in Korea, 1965


Abstract
This study has been made to learn how many workers in each field of public health were needed for the health centers and to determine the categories of health workers continuing employment in health centers in Korea during 1964 as reported on the Annual Report of National Institute of Health which published in 1964. Therefore, a continuing chart was made to know the number of health workers in each public health field at the health centers, and the number of health workers to 100,000 population in this country at the present time. The method of this study follows that of 1964. The results are summarized as follow:
1. Total number of health workers in the health centers is 3,976 as of May, 1965.
2. In comparison with last year, there is an increase of 740 workers in the health center of the country. This means that there is an increased ratio of approximately 3 health workers more than last year to 100,000 population.
3. This year, there is an average ratio of approximately 15 health workers to 100,000 population. In other words, there are approximately 21 health workers in urban health centers and 13 in rural health centers to 100,000 population.
4. Overall average of health workers at each health center, therefore, is approximately 21 at this time.
Health Centers of Seoul city have approximately 54 workers which is the highest of all health centers of this country. Next highest are the health centers of Chung Chong Nam Do with have about 28 workers at each. the smallest health centers have only 16 workers. These are Kyung Sang Puck Do and Choll La Nam Do.
5. There are 50 city health centers in 32 cities including Seoul and Pusan and 139 rural health centers as Gun level at 9 provinces now. Each city health center has an average of approximately 32 health workers. Rural health centers have only an average of approximately 17 workers.
6. Among these health center workers, non-professional health workers without any pofessional license were appointed rather than medical doctors and public health nurses, to work as assistant workers for family planning and in tuberculosis control fields in the health centers. Over all this gives a picture of oan increased number of health workers during the last year.
However, the proportion of public health nurses is only 9.85% of all health workers in 139 health centers as compared with 20.58% of other non professional health workers, excluding sanitarians adn laboratory and radiation workers at health centers. The reason for this is the difficulty experiened in placing the nurses in the rural area.
7. It is recommended that the most essential and urgent program for the improvement of health center service in ithis country is personal appointment considering both quantity and quality of health workers in rural health centers, with especial emphasis on strengthening the public health nuring program.
